Reasonable Efforts

Federal Law known as the Adoption Assistance and Child Welfare Act of 1980 required that government agencies exert reasonable efforts to prevent children from being placed in foster care. This blog is born of the glaring absence of any such reasonable efforts in April, 1999, when the Orange County (California) Social Services Agency removed my and my wife's two sons from their neighhborhood school one afternoon.
